Senior Executive Service EmblemThe Senior Executive Service (SES) is comprised of the men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution. The keystone of the Civil Service Reform Act of 1978, the SES was designed to be a corps of executives selected for their leadership qualifications.

Members of the SES serve in the key positions just below the top Presidential appointees. SES members are the major link between these appointees and the rest of the Federal work force. They operate and oversee nearly every government activity in approximately 75 Federal agencies.

The President has challenged Cabinet Secretaries and senior Federal agency Heads to create a government that is more citizen-centered, results-oriented, and market-based. To achieve this vision, agencies are searching for high caliber leaders who possess high standards of excellence and enjoy challenges and opportunities.

As we move into the 21st century, the Senior Executive Service faces special challenges. They must be visionary leaders with a strong commitment to public service. They must be able to apply "people skills" to motivate their employees, build partnerships, and communicate with their customers. Finally, they need solid management skills in order to produce optimum results with limited resources.

Are there SES positions? There are 8-9 million employees in the federal work force. Of these, approximately 7,000 are in the SES, making up about .4 percent of the total federal work force. Minorities constitute about 12 percent of the SES. It is common knowledge that over 50 percent of the current Federal workforce will be eligible for retirement within the next 3-5 years.

Linda Springer, former director of the U.S. Office of Personnel Management, says that 60 percent of the federal governments General Schedule employees and 90 percent of the Senior Executive Service will be eligible to retire in the next ten years. Roughly 60 percent of the current SES workforce is eligible to retire within the next 5 years. Agencies are concerned about the leadership drain these statistics represent.
